Olivia is an associate in the Water, Energy, Resources and Environment practice group and the Litigation practice group. Olivia's practice concentrates in the areas of environmental law, water law, commercial litigation, and public utilities law. Olivia's environmental practice has included: NEPA compliance, Resource Management Plan development under FLPMA, Wild and Scenic Rivers Act designations, as well as litigation governing water rights (both as applicant and objector) and in rule-making and regulatory work concerning the Clean Air Act and permitting under Section 404 of the Clean Water Act. As a commercial litigation attorney, Olivia has brought and defended cases involving the interstate transportation of goods, and has successfully sought reimbursement for an ERISA-backed employee health benefit plan. In the public utilities arena, Olivia has worked on electric utility projects relating to constitutional issues, franchises, the extent of municipal authority, renewable energy credits, and railroad utility issues relating to grade crossings.
Prior to joining the firm, Olivia served as a clerk for the Honorable Rhesa H. Barksdale on the United States Court of Appeals for the Fifth Circuit in Jackson, Mississippi. Olivia graduated from the University of Colorado School of Law, where she served as a Casenote and Comment Editor on the University of Colorado Law Review.
